i like that kadou and the book in general makes a distinguishment between "her majesty" and "zeliha," between "high highness" and "kadou," separating the two personas. because the title you hold and the person you are when you're making official decisions and speaking on behalf of the state, the person that those out in the city who only know your face on coins know, is very different from the person you are with your family at eight in the morning over coffee. "Her Majesty is fair and just," says Evemer, and Kadou counters, "But Zeliha isn't, always," because Her Majesty is more than just Zeliha. Zeliha is a person, Her Majesty is an archetype that has to be embodied by whoever holds the title.

Her Majesty needs to take the correct decisions, she should do what's best for her country (fair and just), but Zeliha is "just" a person and she will get angry or petty or flustered. Poor bb, she must be so stressed ;_;
